Senate No. 10 On January 24, 1831, the Committee on the Judiciary was instructed to look into authorizing town selectmen to appoint subordinate
officers instead of electing them. An Act making further provision for the appointment of certain town officers, 1831. The inhabitants of a town could
vote to authorize their selectmen to appoint any officers but the town clerk, treasurer, assessors, and selectmen. Those appointed were governed by

Ordered, that the Committee on the Judiciary be instructed to inquire into the expediency of authorizing towns to transfer to their selectmen, the appointment of subordinate town officers, or such of them as they may think proper.
