Description and Holding Information
House. Proposed amendments to the Constitution, 1830
House No. 1 On May 27, 1830 two Constitutional amendments were presented. If the next session of the General Court also approved the amendments,
they would be put out for a public vote. 1. The political year would begin the first Wednesday of January for the legislature and other elected
officials. The meeting [election] for the Governor, etc. and legislators would be the second Monday of November. 2. Each jurisdiction of 1200 people could
elect one representative. An additional 2400 people allowed for another representative. Jurisdictions could unite to elect one representative.
Jurisdictions of less than 1200 people could elect a representative every other year. This arrangement would be adjusted every ten years based on the
federal census to keep the number of representatives at three hundred fifty. Representatives would be paid their per diem and travel from Commonwealth
