H.R. No. 58 On February 20, 1828, Governor Lincoln passed on a report he had received from the Governor of Georgia. That state's legislators had denounced federal tariffs and federal efforts to support internal improvements as a federal power grab. The group had apparently proposed a Constitutional amendment, but the text of the report was not included in this document. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
