H.R. No. 32 On February 2, 1828, the Committee to consider the appointment of electors for President and Vice-President of the United States made its
report. It recommended the legislature take up the matter right away: how to appoint electors, make it a permanent arrangement, and have the state
vote as a unit for the voters' choice, not vote by district. The committee proposed a bill: An Act directing the mode of choosing electors of
President and Vice-President of the United States, 1828. Voters of each jurisdiction were called to a meeting on the first Monday in November to vote for
electors. The selectmen counted the votes, forwarded the result to the Secretary of State, and then the Governor counted all the votes. The certified
electors went to the State House to cast their votes which were sent to Washington, D.C. The electors were compensated for their travel as if they
