H.R. No. 30 As of February 2, 1828 it was ordered that on any given day, petitions, etc. on the speaker's table would be done first and then the
House move on to the orders of the day. Items not needing discussion would be done first; those needing discussion would go to the end of the line.

Title:   Ordered, that during the remainder of this session, the consideration of the orders of the day shall not be entered upon, until all petitions and other matters lying upon the Speaker's table are first disposed of, and on taking up the orders of the day, those which will not lead to discussion shall first be acted upon--and those, which for this or any other cause may be passed over, shall take their place regularly at the foot of the then existing orders; and no business shall hereafter be specially assigned.
