H.R. No. 24 On January 9, 1928, a large committee was directed to consider amending the state Constitution by dividing it into districts to elect
Representatives to the Legislature. On January 25, 1828, the committee reported it was inexpedient to do so. Mr. Savage, of Boston, moved to amend the
report. Every ten years, using data from the federal census of population, the state would be divided into as nearly equal districts as possible.
The costs of travel and attendance at legislative sessions would be paid by the state. (Digitized from a microfilm copy of title originally held by

Lewis of Pepperell, Hale of Newbury, Knowlton of Phillipston, Ludden of Easthampton, Pendleton of Springfield, Griswold of Buckland, Owen of Lee, Blanchard of Weymouth, Sprague of Duxbury, Hathaway of Troy, Whitman of Wellfleet, Fellows of Edgartown, Barnard of Nantucket, Merrill of Boston, be a committee to consider the propriety of proposing to the people of this commonwealth, an alteration of the Constitution for the purpose of reducing the number of representatives by districting the commonwealth.
