H.R. No. 20 An Act regulating licensed houses, 1828. It was unlawful to operate a retail establishment without a license. The penalties were
listed. The license cost between $5 and $10. A tavern or inn had to have suitable accommodations for man and beast. Guests could drink on the premises.
Liquor retailers could sell product, but there was no drinking on the premises. No games of chance were allowed on any part of the building or
grounds. Selectmen were supposed to alert retailers to habitual drunkards and such persons were not to be served. If a retailer was convicted of keeping
a disorderly house, the license was pulled and there were fines. (Digitized from a microfilm copy of title originally held by the Massachusetts State
