Joint Comm. of Inquiry into the Proprietors of the Charles River and West Boston Bridges. Report, 1828

No. 18 On June 3, 1827, a Joint Committee was created to negotiate with the Charles River Bridge Company, the West Boston Bridge Company, and the Canal Bridge Company about turning the bridges over to the city or state and removing the tolls. On January 19, 1828, the Committee submitted its report. Two of the three bridges responded to the request. The Committee did not think it expedient to go further. The Charles River Bridge Company created a committee to lead its discussions. The Company would be willing to submit to an outside evaluation as a way to further discussions. The constant uncertainty has been hard on the Company's shares. The committee sent a chart showing a couple of ways to reduce tolls and the impact on their company. OR, the company could commit to sending in X amount every year in return for no more bridges being built. The West Boston Bridge Company also set up a committee. It recommended an outside evaluation of the bridge's value to be a starting point for sale talks. This committee felt it could not live financially without tolls. Ordered, that Messrs. Makepeace, of Cambridge, Austin, of Charlestown, Crowninshield, of Salem, with such as the Senate may join, be a committee to inquire of the proprietors of Charles River Bridge, the proprietors of West Boston Bridge, and the proprietors of Canal Bridge, on what terms they would be willing to surrender their rights in those several bridges to the commonwealth, with a view to their becoming free : also, to inquire what arrangement the said proprietors would be willing to make in relation to the tolls of those bridges, with a view to reconcile the community to the future use and improvement of them, --and report on the first day of the next session of the legislature.
