Mr. Williams offered an amendment: cases now heard by three Supreme Justice Court judges will now be heard by panels including judges from the Court of Common Pleas assisting. The most senior judge present would preside. Five judges made a quorum. Because this arrangement was more work for the judges of the Court of Common Pleas, the Chief Justice would be entitled to $400 more per year and the other judges would be entitled to $700 more per year.
