H.R. No. 3 An Act concerning hawkers, pedlars, and petty chapmen, 1827. Traveling sales people had to have a yearly license from the Court of
Sessions in their county of residence. The license was only good within that county and cost $20. The salesperson had to be a citizen and of good moral
character. The fine for selling without a license was between $5 and $100. One could sell all US goods, except indigo, feathers, books, prints, maps,
