H.R. No. 59 The Committee on Finance studied the imposition of assessments on estate inventories and submitted a report and a bill. In 1824, the
Legislature did away with probate fees and went to straight salary for the probate courts without identifying a revenue source for that expense. The
report included tables showing the amounts of estate values and how a graduated assessment could yield about $10,000 a year. There were other tables
with more detail. On p. 6 An Act in addition to an act entitled an act to regulate the jurisdiction and proceedings of the Courts of Probate, 1827.
There was a list of graduated estate values with equally graduated assessments from $1 up to $50 based on the estate inventory. Survivors had three
months to submit the inventory. The Court was authorized to charge twelve cents/page for copies of relevant documents. (Digitized from a microfilm copy

The Committee on Finances, who were directed "to enquire into the expediency of levying a duty upon the inventories of the estates of persons deceased, which may be returned into the several Probate Courts, in this commonwealth, to report by bill or otherwise," beg leave to submit the following report and a bill.
