SEE ALSO 51858 H.R. 57 Committee report "The roads in Massachusetts, heretofore have been, and for a very long time to come, must be constructed of
earth ..." [Macadam was first used in the United States in 1823 and apparently had not yet come to Massachusetts.] Roads were expensive to build and
maintain and narrow wheels wreaked havoc on the roadbed. Broad wheels made it easier to pull heavy loads and were easier on the road surface. The
Committee unanimously recommended passage of An Act providing for the use of broad rimed [sic] wheels, 1827. Within five years, all four-wheeled vehicles
pulled by more than two beasts had to have 4" felloes [wheel rims]. There were fines for non-compliance. (Digitized from a microfilm copy of title
