SEE ALSO 51790 H.R. No. 37 An Act to authorize towns in the County of Franklin to associate together to build an alms-house for the support of their poor, 1827. The towns were authorized to buy a farm and build housing for their poor. The expense was to be apportioned and borne by the towns. They could choose a master of the facility and agents to handle the contracts. If a town refused to pay its share, it could be sued for the money.
