H.R. No. 10 On January 17, 1827, the Select Committee to study the Governor's message on a seminary for instruction of school teachers and also a
memorial on the subject, reported a bill. The public was very interested in the topic, but the Committee had not seen any practical suggestions about
how to accomplish a system of instruction. Now they believed they had a plan. A student would learn about education as a discipline and there would be
a common school attached to the premises for observation and practice of teaching. The bill called for a nine member Board of Commissioners to
develop the institution. Teachers can individually know a great deal, but can they pass on the knowledge effectively? An Act concerning the instruction
of teachers in common schools, 1827. Nine people would be Trustees of the Massachusetts Fund for the Instruction of Teachers of the Free Schools
Within the Commonwealth. They were to look at schools presently training teachers and support the programs, provided an active school was attached to the
institution. The Trustees were to monitor progress every three months. (Digitized from a microfilm copy of title originally held by the Massachusetts
