Senate No. 30. On March 5, 1827, a Committee was created to see if there were any vacancies in the Legislature; specifically, since Joseph
Richardson had been elected to the Congress of the United States, could he also be a member of the Massachusetts Legislature? The Committee devoted several
pages and many different examples to the question and finally decided that since the Congress to which Mr. Richardson had been elected had not yet
organized and met, he could still have his seat in the State Legislature until such time as the Congress convened. (Digitized from a microfilm copy of
