Senate No. 3 On January 9, 1827, the Committee on the Judiciary reported out a bill: An act concerning merchants and factors, or agents, 1827. Once goods were placed with an agent, the agent was the owner and could contract with others for the sale or delivery of those goods. However, the original owner, if not satisfactorily paid, could file a lien for payment. The original owner could also get the goods back if they had not yet been sold. It was essential to have a paper trail of ownership of goods consigned to the marketplace. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
