Sometime after January 20, 1826, the Committee constituted to look at the amendments to the U. S. Constitution offered by Tennessee and Vermont made
its report. The Committee said it was inexpedient to accept either amendment. Vermont wanted to abolish slavery. Tennessee wanted to abolish the
electoral college in favor of direct vote for President and vice President. Each state was to be divided into voting districts which were good for ten
years. The Vice President and a group of U.S. Senators would count the votes; there were procedures for ties or very close numbers. The Committee went
on for 17 pages before rejecting the amendment with a Resolve: Alterations to the United States Constitution proposed by Tennessee are disapproved.

Commonwealth of Massachusetts. The committee, to whom was referred the message of His Excellency the governor of 20th January, covering communications from His Excellency the governor of the state of Tennessee, relative to an alteration of the Constitution of the United States, for the choice of president and vice president thereof, and a communication from His Excellency the governor of the state of Vermont, concerning the abolition of slavery, have had the same under consideration, and report, that it is inexpedient at this time to adopt any legislative measures in reference to either of said subjects.
