On January 6, 1826, Five men were put on a Lottery Committee to respond to the Governor's speech. On January 24, they made their report: "It is
inexpedient to have a lottery." The gentlemen also submitted a draft bill establishing a fine for anyone who sold lottery tickets or tried in any way to
