On January 17, 1825, the House Committee to consider amending the 3rd article of earlier amendments to the Massachusetts Constitution made its report. This had to do with suffrage. Apparently, one forfeited one's voting rights by failing to pay taxes, but there was a suggestion that records may not have been properly maintained, so the Committee recommended striking the language qualifying a voter as one who has paid his property tax for the last two years.
