House. Resolve on choosing electors of President and Vice President, 1824
|

House resolve directing the mode of choosing the electors of President and Vice President of the United States, dated November 1, 1824. Voters
presently met in each Town to select fifteen electors. The slate should contain a name from each Congressional district. When voting was completed, the
selectmen counted the votes and the Town Clerk made a record of the winners and delivered the votes and record to the Sheriff. The Sheriff delivered
everything to the Governor and the Council, who counted all the votes. Each of the fifteen electors had to have a majority of the votes, but if some
fell short, the General Court picked other people to fill the slots. The electors were certified, went to the State House on November 30 and voted for
the President and Vice President on December 1. The report proposed an updated system: There would be one statewide elector and two at-large
electors selected by the local voters. The voting record would be delivered to the Sheriff, who delivered it to the Secretary of the Commonwealth. The
Governor and the Council would count all the votes. The certified electors would meet the first Tuesday in December and then vote on the first Wednesday
