It would be interesting to know the back story on this document. A Committee was charged with examining the way to amend the Commonwealth's
Constitution so the salaries of judges could be raised or lowered by the Legislature. On February 17, 1824, the Committee offered language for such an
amendment and noted that there were ways to legislate justices' salaries besides an amendment, but the amendment was more permanent and less subject to
whims of the moment. If 2/3 of the House and a majority of the Senate agreed with the language, the amendment would be held until after the next
election. If the new House and Senate agreed with the language, it would be placed before the people for a vote of acceptance. The language of the amendment
was simple: "The Legislature may increase or diminish the salaries of the Justices of the Supreme Judicial Court, provided always that the said
salaries be permanently preserved of a value commensurate with the dignity and importance of the Court, and the fair and honorable support of the Justices
