SEE ALSO 51705 A Committee of both Houses of the General Court of the Commonwealth of Massachusetts reported on February 9, 1824 the results of its
study of the Commonwealth's reversionary interest in the bridges into Boston. They offered the text of an Act for the consideration of members. One
member had studied the economics of Commonwealth part ownership of a specific toll bridge and decided that the current tolls were too high, putting a
significant burden on commerce, but that certainly an amount sufficient to pay for repairs and to pay the private proprietors should be charged. The
Act recommended doing away with the foot traffic toll in ten years and cutting the wheeled traffic toll in half in 32 years. The Commonwealth would
hold 50 shares of the bridge corporation, with the State Treasurer holding a permanent seat on the Board. There were limits on building competing
