Joint Comm. on the Massachusetts Claim. Report and documents, 1824

These are the documents appended to the Report of the Joint Commission on the Massachusetts Claim for federal payment of the expenses of the militia,
$843,483.77, during the War of 1812. The correspondence, etc. was from 1817 to 1824. The federal government was reluctant to pay because it had not
called out the militia, the State of Massachusetts did. However, this was because of an immediate threat to life and property and there were no or
insufficient federal troops in the area. The initial request was submitted in February 1817 and the State quickly received $11,000. The remainder of
the request went to the appropriate committee of Congress, but no action resulted. James Lloyd and William Sumner sent a long memo explaining the need
for call-ups and thus expense before the President could act, but the President was not moved. Eventually, the State of Massachusetts selected two
men to be its agents for this claim. The paperwork went back and forth between the President and assorted agencies until the government decided it
would pay what it would have cost the federal treasury to call out the troops. (Digitized from a microfilm copy of title originally held by the
