Nineteen page report by an unnamed committee of the General Court of Massachusetts tasked with considering whether judges and probate registers
should be paid a salary rather than fees. There were no publication details with the report. The committee considered it just and proper to pay judges
quarterly salaries from state funds, but they were uneasy about the fact that no other county officers were paid that way. The committee presented pros
and cons and reasons why and stayed with the suggestion of salaries, not fees. The committee requested a bill be drafted to achieve that.

The committee appointed to consider the expediency of establishing salaries for the judges and registers of probate of the Commonwealth : and also to examine the returns of inventories from the offices of the registers of probate in the several counties, for the years 1821, and 1822, have considered the several matters referred to them, and have agreed to the following report.
