1822 Report of the House Committee on State Prisons. After discussion, which included that a system of state prisons did not begin until after
Pennsylvania and New York, the committee made various resolutions, resulting in the proposed attached bills. These bills were for the regulation of
supplies of food and other articles for the state prisons, and for allowing contractors to build additional facilities and cells, as well as a section

The committee to whom was referred that part of his Excellency's message to the legislature, which related to the state prison, entered upon the consideration of the subject with a full impression of its importance to the public, and the highest respect for the communications which gave rise to their appointment : and after attending to the several documents respecting the same subject, that were also committed to them, they have investigated with all the assiduity that other legislative duties would permit, the various and difficult topics connected with this important establishment, and now submit the following report ...
