Fortieth Legislature. House. No. 25. Communication of the Governor transmitting resolutions from New York, Indiana, New Jersey, Minnesota,
Tennessee, Kentucky, and Ohio. New York, Indiana, New Jersey were reluctantly willing to attend Virginia's peace conference, but Minnesota and Ohio were not.
Tennessee called for a meeting of slave states and proposed a sort of "slavery forever" agenda. (Digitized from a microfilm copy of title
