1852 House bill which provided that Wake Forest, Normal and Davidson Colleges would each educate twenty-seven young men for free; the tuition to be paid by the Literary Fund. Additional provisions included the selection process, a preference for indigent candidates of good mental ability, and the requirement that the certified men teach for twelve month.
