Doc. No. 89 Communication from the Governor [Ohio] transmitting a communication from the Governor of South Carolina, in relation to the Georgia and Maine controversy. February 20, 1840. The report and resolutions were adopted by South Carolina's Legislature December 13, 1839. A boat left Savannah with an enslaved man and went to Maine, feloniously, according to the enslaver. The Governor of Maine was asked to arrest the master and mate of the boat. He declined to do so. The federal Constitution required a fugitive to be returned to a state upon request, so the argument was joined. South Carolina, although it did not have a dog in this fight, wanted no such thing as an asylum state and sent the document to all the states and Congress to make its case.
