1832 Report of the Committee of Twenty-One to the Convention of the People of South Carolina, transmitted to the Virginia General Assembly by Governor John Floyd. The South Carolina Convention was in response to the federal tariff laws on foreign manufactured goods; the state claimed these acts were unconstitutional.
