North Carolina Convention Committee Report to the General Assembly published in Raleigh, North Carolina in 1816. The committee addressed issues such as the new counties that were added since the 1776 state constitution; the short terms and low age requirements of representative in concluding to put this to a vote. The report resolved that the free men of the state should vote regarding whether or not to have a convention.
