1802 Correspondence between Governor Jame Monroe (fifth President of the United States from 1817 to 1825) and President Thomas Jefferson regarding finding a location outside the United States to send "persons obnoxious to the law." In the series of letters, the parties discussed a suitable location for sending insurgent slaves who committed certain crimes and free Negroes and mulattoes who could be "sent or choose to remove" them from the states. Of note, Sierra Leone was considered but rejected because slavery was prohibited. (Digitized from a microfilm copy of title originally held by the Library of Congress).
