and Hour Division and printed by GPO (April 1986). viii + 167 p. Contents include the Foreword, table of contents and Preface. The Preface states:
“This Manual is organized into seven parts. Chapter I serves as an introduction. It outlines the Davis-Bacon Act, its purpose, history, and coverage.
Chapter II examines the administration and enforcement of Davis-Bacon. It profiles the authority, organization and functions of the various units of the
Department of Labor responsible for the program. The role of other organizations in Davis-Bacon is also discussed. Chapter III explains and defines a
number of the major concepts and terms used in data collection and wage determination functions under the Act. Chapter IV sets forth the process of
determining the prevailing wages and fringe benefits in a given geographical area. Chapters V and VI contain the guidelines, policies and recommended
procedures for the collection and analysis of statistics on compensation levels in construction as well as for the issuance of wage determinations.
Chapter VII outlines the recently developed survey planning and tracking systems, including step-by-step procedures for maintaining and accessing the
systems.” Appendixes include Forms and Form Letters and the text of Davis-Bacon Regulations.
