Thesis from the Judge Advocate General's School entitled "Affirmative Action: Should the Army Mend It or End It?" Capt. Holly O'Grady Cook, United States Army, submitted the thesis in April 1996, subsequently published in 151 Military Law Review 113 (1996). Based on the recent case, In Adarand Constructors, Inc. v. Pena, in which the Supreme
Court held for the first time that courts reviewing federal
affirmative action programs must apply a strict scrutiny
standard, this thesis examined the impact of this decision on the United States Army's employment practices. Of note, the author was one of nine appointees to the Response Systems to Adult Sexual Assault Crimes Panel in 2013, was a federal advisory committee reviewed, assessed, and made recommendations regarding the systems used to investigate, prosecute, and adjudicate crimes involving adult sexual assault and related offenses under article 120 of the Uniform Code of Military Justice.
