Thesis from the Judge Advocate General's School entitled "The Armed Services and Model Employer Status for Child Support Enforcement: A Proposal to
Improve Service of Process." Maj. Alan L. Cook, United States Army, submitted the thesis in April 1996, subsequently published in 155 Military Law
Review 153 (1998). This paper analyzed the recommendations in reports to improved process for child support enforcement following Pres. Clinton's
Executive Order so ordering all federal agencies to improve their process procedure. The thesis provided additional recommendations and synthesized those
in the report to create an unified approach.
