Thesis from the Judge Advocate General's School entitled "Government Owned-Contractor Operated Munitions Facilities: Are They Appropriate in the
Age of Strict Environmental Compliance and Liability?" Capt. Mark J. Connor, JA, United States Army, submitted the thesis in April 1990, and
subsequently published in 131 Military Law Review 1 (1991). The paper initially described the government owned-contractor operated contractual arrangement used
in a majority of the Army's munitions facilities, and then examined the state and federal environmental laws on those facilities. Suggestions for
improvement and changes in the facilities and legislation were also included in this thesis.
