Thesis from the Judge Advocate General's School entitled "The Legality of Martial Law Following an Atomic Attack." Commander Hilbert S. Cofield,
United States Navy submitted the thesis in May 1956. The paper studied martial law in the United States to determine the legality and practicality of
its application following an atomic attack. The author determined that martial law should be limited to only specific areas and with many
restrictions. Ha also suggested more planning and new legislation to limit or eliminate the need for martial law.
