Cornwall Lewis means, not the governance of a colony from afar by a mother country, but rather the govenance of dependency with its own subordinate
government, with the latter sharing in some measure the actual governance. The enquiry is conducted at the level of political philosophy rather than being
focused on any specific jurisdiction. Lewis, 1806–1863, held at various times high offices of state, including the posts of Chancellor of the Exchequer,
Home Secretary, and Secretary of State; although never that of Secretary of State for the Colonies. An edition of this work published in 1891, with an
