mother-country authority applicable in each. Jenkyns wrote with great authority. He was over thirty years, 1869–1899, first the assistant and then the
Chief Parliamentary Counsel to the Treasury. In these posts he was responsible for drafting, or supervising the drafting, of all government
legislation, much of it of great import to the colonies, presented to the British Parliament during this fecund period.)
