2; lacks index. This was the second of three conferences mounted by the Government of the U.K., which was much more keen on fostering closer
association and central governance for its impoverished West Indian colonies than were the colonies themselves. The final conference {see LLMC Title No. 98511},
which effected the constitution of the West Indies Federation, was held in 1956, with the Federation coming into formal existence on 3 January 1958.
Along with the island units which eventually joined the Federation, the first and second conferences were attended also by representatives from
British Guiana and British Honduras, since the original proposal for federation envisioned their participation. Even when the final federation documents
were drawn up, provision was still being made for their eventual accession. In the event they never did.)
