Pamphlet entitled "South African Railway Question from the Point of View of International Law," by Sir W. H. Rattigan, which was published in 1901, in London, by Wildy and Sons. The author discussed what rights the British Government
can claim, after winning the South African War, over the Netherlands South African Railway. The pamphlet took a pro-British tone throughout the text, and was particularly critical of Dr. Wilhelm Kaufmann's assertion that the railway maintained its neutrality as a private company during the war, despite the violations by its managing directors and employees.
