Lewis, On Foreign Jurisdiction and the Extradition of Criminals
A treatise entitled "On Foreign Jurisdiction and the Extradition of Criminals," by Sir George Cornewall Lewis and published in London in 1859 by John
W. Parker and Son. The author discussed the general rule of criminal jurisdiction which extended to almost all persons withing its territory who
committed acts there. Pointing to other situations, the author noted that criminal jurisdiction was sometimes "exercised on account of acts done without
the territory over persons both within and without the territory." This position (delineated on page 9 of the text) formed much of the subsequent
discussion in the treatise.
