It is denominated “May, 1915, No.21.” At the time of this writing, ex-president Taft would not become Chief Justice of the Supreme Court for another six years. In this interlude he spent his time in academia, doing arbitrations, and pursuing world peace through his League to Enforce Peace, which was founded on 17 June 1915.
