This text is one of a series of annexes to the publication Juridical Settlement of International Disputes, which was issued quarterly by the Society. It is denominated “November, 1913, No. 14”. The pages after p. 38 cover. miscellaneous matters respecting the Society. Henry Brown Floyd Macfarland, b. 1861, was an influential American journalist who also served from 1900 to 1910, upon President McKinley’s appointment, as President of the Board of Commissioners of the District of Columbia; effectively the city’s mayor. While fulfilling the later duties he also took a law degree at George Washington University, thus setting himself up for a totally different career.
