issued quarterly by the Society. It is denominated “February, 1911, No.3.” A roster of the Officers and Advisory Council to the Society as composed in
1910 appears in the two unnumbered pages after p. 13. The bulk of this text was delivered as an address by Root, later Secretary of State, but then a
U.S. Senator from New York, at the International Conference of the American Society for Judicial Settlement of International Disputes held in
