issued quarterly by the Society. It is denominated “November, 1910, No. 2, with supplement.” A roster of the Officers and Advisory Council to the Society
as composed in 1910 appears in the two unnumbered pages after p. 28. Ernest Nys was a professor of Public International Law at the University of
Brussels. He served for some years as a member of the Permanent Court of Arbitration. The print text of this title was scanned from a collection of
