Convention between Her Majesty and the King and Government of Samoa for the government of the town and district of Apia, 5p., London, Printed by Harrison and Sons, 1881. (Presented to both Houses of Parliament by Command of Her Majesty, 1881. A "command" document in the series for Samoa, no. 2 (1881). Treaty was signed at Apia, September 2, 1879. In double columns in English and Samoan. This treaty provided that the three powers (e.g., Great Britain, Germany and the U.S.) would participate in the administration of Apia through membership of their consular representatives on a Municipal Council. This Council would handle such affairs as the administration of justice and taxation. It specifically states, however, that no alteration in the sovereignty of the district was in question.)
