expected, the Commission, in a manner of speaking, “outsourced” the recruitment of witnesses to three bodies already existent in Palestine and
presumed to encompass the majority of the aggrieved parties: the British–administered Palestine Government, the Palestine Arab Executive, and the Palestine
Zionist Executive. It was presumed that among them these three bodies would ensure that all of the most relevant groups would be heard from. The
Commission was chaired by Sir Walter Shaw.)
