1936, Proposed Amendment to Constitution of Southern Rhodesia

Despatch from the Governor of Southern Rhodesia relating to the proposed amendment of the Southern Rhodesia constitution: 62p, Cmd. 5218, London, HMSO, 1936. (A persistent source of friction between the governments of Southern Rhodesia and Great Britain was the exceptional distrust shown by the Colonial Office for actions by the British South African Company, the original agent for Great Britain in the territory, and its successors white oligarchy in the territory. The specific grievance was a clause in the 1923 constitution, which, although it made the colony self-governing, reserved to the Crown final approval for any legislation differentially affecting the native African population. In this dispatch the Governor again raises the oligarchy’s resentment at being treated differently from other self-governing colonies. He needn’t have worried overmuch. In practice the home government never effectively exercised the reserved powers, and Southern Rhodesia was able over time to construct a discriminatory regime that relegated the native populations to the less desirable portions of the territory.)
