1970, Constitutional Conference Rpt.
Report of the Seychelles constitutional conference, 9 to 13 March, 1970: n.a., 12p, Cmnd. 4338, London, HMSO, 1970. (Perhaps partially due to its
complex demographics and mixed legal system, reflecting its history as a former French colony, the Seychelles’ path to independence involved successive
constitutional conferences in 1970, 1975 and 1976. Following the third conference, the islands achieved independence within the Commonwealth as the
Republic of Seychelles at midnight of 28/29 June 1976. The first constitution set up a parliamentary form of government, with a Seychellois serving as
head of state. A coup of 5 June 1977 replaced that government with a presidential system under the coup leader, F.A, René. A new constitution
entrenching the René presidency, and establishing Seychelles as a one-party socialist state became effective on 5 June 1979. In July of 1993, after peaceful
elections supervised by Commonwealth representatives, a third constitution came into force that provided for multi-party elections, a president as head
of state, a Council of Ministers, a National Assembly, and a Public Service Commission.)
