starts on p. 131. In 1869, when this code was put into effect by the government of Colombia for the Isthmus region, the latter was joined in an
uneasy federal union, the “Granadine Confederation”; i.e., a union of Colombia, Panama and small parts of today’s Ecuador and Venezuela. For both
historical and geographic reasons, the relationship was uneasy, and the Isthmus region had been sporadically officially independent from “Gran Colombia” during
the decade of 1831-41. This helps to explain the term “former state of Panama” in this book’s title. Panama finally became permanently independent
from Colombia on 3 Nov. 1903.)
